Two recognisers look at the photo without seeing each other's answer. What they do together decides the tier. There is no percentage anywhere in Seen, because a percentage would be invented.

They disagree. Seen tells you it does not know.
Nike is recognised without any difficulty. There is still no supported Stock Token behind it, so Seen offers nothing, and the scan is kept exactly that way.
